Brock Rumlow is a former Hydra agent, operating as the leader of the S.T.R.I.K.E. counterterrorist unit of S.H.I.E.L.D. His Hydra allegiance was exposed in 2014 when Captain America and Black Widow exposed the Hydra conspiracy within S.H.I.E.L.D. His whereabouts are unknown after having suffered critical injuries in the battle for the Triskelion.

Biography

Fall of Hydra and S.H.I.E.L.D.

In late 2013, Rumlow and the rest of S.T.R.I.K.E. teamed up with Captain America and Black Widow to stop an attempted terrorist attack in Chicago. The terrorists had stolen the Zodiac bioweapon from S.H.I.E.L.D., despite the fact that S.H.I.E.L.D. had claimed that they'd destroyed the virus. This dissonance drew Captain America's suspicion.[1] Early the following year, S.T.R.I.K.E. and the two Avengers were sent on a mission that was ostensibly to recover a satellite launch platform called the Lemurian Star that was being held for ransom by a group of pirates in the Indian Ocean led by Georges Batroc. In truth, Batroc had been hired by Nick Fury to provide a cover for Widow to recover vital files from the Star computers. Fury had grown suspicious of S.H.I.E.L.D.'s plans for Project Insight, and sought to uncover the truth from the launch platform for Insight's helicarriers. Project Insight was supposedly a S.H.I.E.L.D. defense plan, but was in fact a Hydra plot to kill thousands of current and future threats per an algorithm devised by Arnim Zola.

The "mission" on the Lemurian Star was a success, as Rumlow, Cap, and the rest of S.T.R.I.K.E. successfully freed the hostages and took Batroc and his men into custody. Eventually, World Security Council Secretary and secret head of Hydra Alexander Pierce realized that Nick Fury and Captain America were getting too close to the truth of Project Insight and the Hydra conspiracy. Rumlow and his men attempted to kill Captain America, but he was able to escape and go into hiding, allying with Black Widow in secret. The two, Nick Fury, and a veteran named Sam Wilson worked to take down S.H.I.E.L.D., realizing that Hydra's influence had spread too far. Things came to a head at the Triskelion, where the heroes exposed to all S.H.I.E.L.D. personnel present that Hydra sympathizers were among them. This announcement led to full-blown combat as Pierce launched Project Insight, attempting to execute Hydra's plans before they could be stopped. Rumlow came into personal conflict with Sharon Carter, a loyal S.H.I.E.L.D. agent, and with Sam Wilson, also known as Falcon. As Rumlow fought with Falcon inside the Triskelion, Captain America caused the Project Insight helicarriers to fire upon each other, causing them to plummet to the ground. One of them crashed into the Triskelion where Rumlow and Wilson fought—Wilson managed to escape unharmed, but Rumlow got caught in the resulting blast, critically injuring him. He was taken to the hospital, horribly scarred but alive. Black Widow accessed S.H.I.E.L.D.'s files and released all of them publicly, effectively bringing an end to both S.H.I.E.L.D. and Hydra. Rumlow's whereabouts following the fall of Hydra are unknown.[2]
