El Toro is a Santa Rican communist and former president of the country. He is known for the horned headgear that he uses to charge his foes. In 1964, he bought his way to victory in the democratic country's election, using external funds from communist sources. His administration was brought to an end by American heroes Giant-Man and the Wasp, who came into the country and unearthed evidence of his wrongdoing. The heroes showed the evidence to the Santa Rican public, who ousted Toro as leader.[1]
