Walter Novak

Walter Novak^[1] is a former^{[note 1]}^[2] police commissioner of New York City. He maintained a benign rivalry with the private investigator Ferret, who would frequently show up the police in solving cases.^[3]

↑ One month after Novak's March 1940 appearance, Herrick was introduced as the New York police commissioner. The clearest way to reconcile this is that Herrick took over Novak's position in that time.
