Wah Le

Wah Le is the Supreme Ruler of Bayakura. He assumed the role in 1940 following the execution of Frango, before which time he was Bayakura's lead scientist. He gave Duke O'Dowd his Wonder Belt that gave him several remarkable powers.[1]
