The Rabble Rouser is a former communist agent. In 1964, armed with a hypnotic wand, he infiltrated the United States and made himself known as a virulent public speaker, turning the people of New York City against the hero Human Torch and America's foreign allies. After kidnapping a visiting foreign dignitary, Rouser was defeated by the Torch, who used his own wand against him to make him loyal to the U.S.[1]
